On September 25, 2025, the U.S. International Trade Commission (ITC) announced its affirmative final determination following antidumping (AD) and countervailing duty (CVD) investigations into corrosion-resistant steel products (CORE) from Australia, Brazil, Canada, Mexico, the Netherlands, South Africa, Taiwan, Turkey, the United Arab Emirates, and Vietnam. X56Q steel, The ITC determined that U.S. corrosion-resistant steel producers suffered material injury due to unfair underpricing and subsidized imports, paving the way for the imposition of anti-dumping and countervailing duty orders (AD/CVD).
“This is a key victory for U.S. corrosion-resistant steel producers and their workers,” said Alan H. Price, attorney representing Nucor. X56Q steel, “Corrosion-resistant steel is a vital product for the steel industry and for the future of industry. We are proud to help our domestic industry secure a level playing field.”
This ruling stems from a joint complaint filed in September 2024 by Nucor Steel, Steel Dynamics, U.S. Steel, Wheeling-Nippon Steel, and the United Steelworkers (USW). The complaint alleged dumping of corrosion-resistant steel from 10 countries/regions, and that related products from Brazil, Canada, Mexico, and Vietnam received government subsidies.
Previously, the U.S. Department of Commerce (USDOC) had issued an affirmative final determination in its investigation, finding dumping margins between 5.59% and 191.26% and subsidy margins between 1.14% and 257.83%. Following the affirmative determination by the U.S. X56Q steel, International Trade Commission, the Department of Commerce will issue a formal tariff order requiring the payment of security deposits on the relevant imported products. These tariff measures will be in effect for at least five years and can be adjusted as needed through annual administrative reviews. Under relevant U.S. regulations, evading, absorbing, or avoiding tariffs is illegal.
