Brazil issues final ruling on second anti-dumping sunset review on seamless carbon steel pipes from China

On July 28, 2025, the Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 773 of 2025, which stipulates that seamless carbon steel pipes with an outer diameter greater than or equal to 5 inches (141.3 mm) and less than or equal to 14 inches (355.6 mm) originating from China[Portuguese: tubos de aço carbono, sem costura, de condução(line pipe), utilizados para oleodutos e gasodutos, com diâmetro externosuperior a 5 (cinco) polegadas nominais (141,3 mm), mas não superior a 14(quatorze) polegadas nominais (355,6 mm)]The second anti-dumping sunset review has resulted in an affirmative final ruling, continuing to impose anti-dumping duties of $778.99 to $835.47 per ton on the products from China, effective for five years. On August 29, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 46 of 2024, initiating a second anti-dumping sunset review investigation on seamless carbon steel pipes originating in China with an outer diameter greater than or equal to 5 inches (141.3 mm) and less than or equal to 14 inches (355.6 mm) in response to an application submitted by the Brazilian domestic company Vallourec Soluções Tubulares do Brasil S.A. on April 30, 2024.
