Canada initiates anti-dumping investigation on carbon steel wire and alloy steel wire originating from Vietnam

On April 22, the Canadian A841 Grade D steel Border Services Agency (CBSA) initiated an anti-dumping investigation into specific carbon and alloy steel wire products imported from multiple countries and regions, including Vietnam, at the request of Canadian domestic companies SivacoWire Group and ArcelorMittal Long Materials Ltd. (The specific countries and regions are China, India, Italy, Malaysia, Portugal, Spain, Thailand, Türkiye, Vietnam and Taiwan, China.) The HS codes of the products targeted in this survey are 7217.10, 7217.20, 7217.30, 7217.90, 7229.20 and 7229.90. The survey period is set from January 1, 2024 to December 31, 2024.

According to relevant data, Vietnam's A841 Grade D steel export value reached 1.6 million US dollars, 543000 US dollars, and 860000 US dollars respectively from 2021 to 2023, with an increasing trend in export value in the past two years. It is reported that the Canada Border Services Agency is expected to release a statement of reasons and provide more detailed case information within 15 days (around May 7, 2025) after initiating the investigation. At the same time, the Canadian International Trade Tribunal (CITT) will conduct a simultaneous injury investigation into domestic industries and is expected to issue a preliminary determination within 60 days (approximately June 2, 2025). If the court determines that no harm has been caused, the investigation will be terminated. The preliminary ruling is expected to be made within 90 days (approximately July 21, 2025), during which temporary anti-dumping A841 Grade D steel duties may be imposed.
