On August 13, 2025, RAIN RI/A550 steel India's Directorate General of Trade Remedies (DGTR) issued a notice proposing to impose an anti-dumping duty of $121.55 per ton for five years on hot-rolled flat products of alloy or non-alloy steel originating in or imported from Vietnam, excluding stainless steel. The products involved are HS codes 7208, 7211, 7225, and 7226.

The survey was initiated by the Indian Steel Association (ISA) in August 2024 on behalf of local companies such as JSW Steel, ArcelorMittal Nippon Steel India and others.

The investigation confirmed that the Vietnamese products in question were entering the Indian market at dumping prices (with dumping margins generally ranging from 20-30%), causing substantial injury. RAIN RI/A550 steel Hoa Phat Dung Quat Steel was exempted due to its limited dumping margin of 0-10% and its full cooperation with the investigation. All other Vietnamese producers and exporters are subject to the new tariffs.

This anti-dumping duty will be imposed in addition to India's existing 12% safeguard duty on flat steel products.
