Japan launches anti-dumping investigation on hot-dip galvanized steel products from China and South Korea

Japan's Ministry of Finance announced on August 13 that it has launched an anti-dumping investigation into hot-dip galvanized steel strip and sheet imported from China and South Korea. The Ministry of Finance stated that the investigation, being conducted jointly with the Ministry of Economy, Trade and Industry, is expected to be completed within a year. The products involved are steel strips and plates that have been given excellent rust-resistant properties through a hot-dip galvanizing process. Data shows that from April 2021 to September 2024, imports from China increased from 247,171 tons to 304,657 tons, while imports from South Korea increased from 203,768 tons to 358,093 tons. Data provided by Japanese steel mills show that the dumping margin of the products involved in the case is 30%-40% for China, and 10%-20% for South Korea.

Tatsushi Imai, Chairman of the Japan Iron and Steel Federation, stated that with China's steel overcapacity driving a surge in exports, and with an increasing number of countries and regions implementing trade remedy measures, Japan urgently needs to respond appropriately.

Market analysts note that while Chinese coated and galvanized steel exports face increasing trade barriers, export volumes are expected to remain high as some domestic mills expand production lines to process hot-rolled coil into cold-rolled coil and hot-dip galvanized products. The Japanese steel industry is strengthening its monitoring of unfair import practices and formally submitted an application for trade relief to the government in January this year, and continues to maintain communication with relevant departments.
