On May 23, 2025, the National GL-F32 steel Tariff Commission of Pakistan issued Announcement No. ADC 35/2025/NTC/CRC/CV, stating that at the request of Pakistani companies International Steels Limited and Aisha Steel Mills Limited, an anti circumvention investigation has been initiated into Cold Rolled Coils/Sheets originating from or imported from China, to examine whether the products in question have undergone minor modifications (with a width exceeding 1250 millimeters) for export to Pakistan GL-F32 steel to avoid anti-dumping duties. The products involved are cold-rolled iron or non alloy steel coils and flat rolled steel plates with a thickness of 0.15 mm to 3.00 mm and a width exceeding 1250 mm, which are first and second grade uncoated, plated or coated. This does not include some models of automotive shell coils and tinplate blackboards. The Pakistani tax codes for the products involved are 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810, and 7209.2890. The investigation period of this case is from January 1, 2021 to December 31, 2024. The final ruling is expected to be made within 9 months from the date of the filing announcement. The announcement shall come into effect from the date of GL-F32 steel publication.
