Anti-dumping investigation enters critical implementation phase
On March 4, 2025, South Korea formally initiated an anti-dumping investigation into hot-rolled carbon and alloy steel coils originating from China and Japan. JIS G 3313 SEPH310 steel strip, The period of investigation for dumping spanned from July 2023 to June 2024, while the period of investigation for injury covered January 2021 to December 2024.
On September 23, 2025, South Korea’s Ministry of Economy and Finance imposed provisional anti-dumping duties on the subject products from China and Japan. JIS G 3313 SEPH310 steel strip, The duty rates ranged from 28.16% to 33.10% for imports from China and from 31.58% to 33.57% for those from Japan; the measures were originally scheduled to remain in effect until January 22, 2026. On December 30, 2025, the measures were extended by an additional five months, until June 22, 2026.
During this period, Chinese exports of hot-rolled coils to South Korea suffered a "precipitous" blow. The value of imports from China plummeted by 90.7% from its peak, and import volumes virtually ground to a halt. JIS G 3313 SEPH310 steel strip, Notably, while imports from Japan also faced high tariff rates ranging from 31.58% to 33.57%, the impact was partially mitigated by a significant price spread: the domestic price of hot-rolled coils in Japan held steady at $700 per ton, whereas the export price to South Korea was only around $492 (a difference of over $250). Consequently, the decline in Japanese imports (-13.7%) was far less severe than that of Chinese imports.
