On July 3, 2025, the Colombian BV/B steel Ministry of Trade, Industry and Tourism issued Announcement No. 166 in the official gazette, making the final ruling of the second sunset review of anti-dumping on steel stranded ropes originating in China (Spanish: cables de acero, tor ó n Galvanizado y tor ó n para condensed to preesforzado), deciding to continue setting the minimum price of $3.36/kg FOB, and imposing anti-dumping duties equivalent to the difference between the minimum price and the declared price on the products involved whose declared price is lower than the minimum price. The Colombian tax number for the product in question is 7312.10.90.00. The measures shall come into effect from the day after the announcement is published in the official gazette and shall be valid for five years.
On October 4, 2017, Colombia initiated an anti-dumping investigation into steel strand ropes originating from China. On November 20, 2018, the Colombian BV/B steel Ministry of Trade, Industry and Tourism issued Announcement No. 259, making a positive final ruling on the case and starting to impose a 15% ad valorem tax on the products involved at offshore prices, valid for two years. On October 21, 2020, Colombia initiated its first sunset review investigation into the case. On December 10, 2021, the Colombian Ministry of Trade, Industry and Tourism issued Announcement No. 318, making the first sunset review and final ruling on the case, maintaining the 15% anti-dumping duty unchanged. The measures will take effect on December 3, 2021 and are valid for three years.
On March 5, 2024, Colombia BV/B steel initiated a situation change review investigation into steel stranded ropes originating from China. On December 23, 2024, the Colombian Ministry of Trade, Industry, and Tourism issued Announcement No. 410, making a final ruling on the change of circumstances review of the case and deciding to adjust the anti-dumping measures determined in Announcement No. 259 of 2018. The adjustment is as follows: set a minimum price of $3.36/kg offshore and impose differential anti-dumping duties on the products involved with customs declaration prices lower than the minimum price.
On November 19, 2024, Colombia initiated the second sunset review investigation into steel strand ropes originating from China.
