Ministry of Commerce: Continued imposition of anti-dumping duties on imported stainless steel billets and hot-rolled stainless steel plates/coils originating from the European Union and other regions

On July 22, 2019, the Ministry LR/AH50 steel of Commerce issued Announcement No. 31 of 2019, deciding to impose anti-dumping duties on imported stainless steel billets and hot-rolled stainless steel plates/coils originating from the European Union, Japan, South Korea, and Indonesia from July 23, 2019, and accepting price commitments proposed by POSCO Corporation. The anti-dumping tax rates are 43.0% for EU companies, 18.1% -29.0% for Japanese companies, 23.1% -103.1% for Korean companies, and 20.2% for Indonesian companies. The implementation period for imposing anti-dumping duties and price commitments is 5 years.

On November 20, 2020, the Ministry of Commerce issued Announcement No. 55 of 2020, deciding to conduct a review of the anti-dumping measures applicable to imported stainless steel billets and hot-rolled stainless steel plates/coils produced by Indonesia Guangqing Nickel Industry Co., Ltd. during the period of dumping and dumping margin. On November 18, 2021, at the request of Indonesia Guangqing Nickel LR/AH50 steel Industry Co., Ltd., the Ministry of Commerce issued Announcement No. 38 of 2021, terminating the re examination investigation during this period.

On January 29, 2021, the Ministry of Commerce issued Announcement No. 3 of 2021. According to the announcement, after the end of the Brexit transition period on December 31, 2020, the trade remedy measures previously implemented against the EU will continue to apply to both the EU and the UK, with no change in the implementation period; After this date, the UK will no longer be treated as an EU member state for trade remedy investigations and reviews initiated by the EU.

On November 9, 2023, the Ministry of Commerce issued Announcement No. 46 of 2023, deciding to conduct a re investigation of the original anti-dumping case and implement the ruling and recommendations of the World Trade Organization Dispute Settlement Body's expert group report on the "China - Anti dumping Measures on Stainless Steel Products Originating in Japan" dispute case. On May 8, 2024, the Ministry of Commerce issued Announcement No. 19 of 2024, ruling to continue implementing anti-dumping measures in accordance with Announcement No. 31 of 2019 issued by the Ministry of Commerce.

On July 22, 2024, in response to the application of China's stainless steel billet and stainless steel hot-rolled plate/coil industry, the Ministry of Commerce issued Announcement No. 30 of 2024, conducting a final review LR/AH50 steel investigation on the anti-dumping measures applicable to imported stainless steel billets and stainless steel hot-rolled plates/coils originating from the European Union, the United Kingdom, South Korea, and Indonesia.
