On November 30, 2023, the WTO Safeguards Committee issued a safeguard measures notification submitted by the Moroccan delegation to it on November 29. Considering that Morocco has implemented security measures for imported steel bars and wires (including temporary security measures) for ten years, Morocco has decided to terminate the security measures for imported HX300YD+ZM steel bars and wires from October 16, 2023. The HX300YD+ZM steel products involved in the case include wire rods with a diameter between 5.5mm and 14mm, as well as steel bars with a diameter between 5.5mm and 40mm. The Moroccan tax numbers for the wire rods are 7213.91.90.00, and the Moroccan tax numbers for the steel bars are 7214.20.90.00 and 7214.99.91.00.

On September 25, 2012, Morocco launched an investigation into safeguard measures for imported HX300YD+ZM steel bars and wire rods. On December 20, 2013, Morocco officially implemented safeguard measures for the products involved in the case, which are valid until December 31, 2015. Subsequently, Morocco conducted three sunset reviews, extending the protection measures for the products involved three times on December 17, 2015, December 26, 2018, and December 15, 2021.
