Under the scheme, Spain's transmission system operator (TSO) will procure the capacity needed to meet the country's electricity reliability standards. Capacity providers will receive remuneration in exchange for their commitment to provide services when needed during supply shortages or peak demand periods. Total funding over the 10-year implementation period could reach around €9 billion, though the final amount will depend on auction results and actual capacity procurement needs.

Initially, eligibility will be limited to projects located within Spain. However, Spanish authorities have indicated that the mechanism will be opened to capacity providers in interconnected EU member states once practical arrangements allow.
